Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Completion of residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. Proficiency in spoken and written English. Physical requirements outlined below. Preferred Experience: Demonstrated experience in a leadership role in a research institution or program. Eligible for associate professor or full professor level academic appointment at university affiliate. Record of distinguished accomplishments and proficiency in peer reviewed research and administration to include research publications and funding, VA Merit Award submissions and/or Non-VA grant submissions, mentoring experience, and promoting a progressive and dynamic work environment in a complex academic environment. Experience in working in health care systems and VA research enterprises with an academic affiliation. Physical Requirements: Moderate lifting (15-44 pounds), light lifting (under 15 pounds), moderate carrying (15-44 pounds), light carrying (under 15 pounds), pushing 4 hours, reaching above shoulder, use of fingers, both hands required, walking 2 hours, standing 8 hours, near vision correctable at 13" to 16" to Jaeger 1 to 4, far vision correctable in one eye to 20/20 and to 20/40 in the other, hearing (aid permitted), mental and emotional stability. ["The Associate Chief of Staff for Research (ACOS/R), along with Research staff, will formulate the goals and objectives of the research program, advise and support investigators so that they are successful, oversee the administration of research activities, and ensure that programs meet all regulatory compliance requirements. For qualified applicants, appointment at the Associate or Full Professor level may be included with our teaching affiliate, Augusta University. Duties include but are not limited to the following: The incumbent has technical and administrative responsibility to provide staff supervision, evaluates all research-related programs and management policies pertaining to the agency. Participates in long-term strategic planning and exercises delegated decision making authority for resource management of the agency's research and development programs and policies. The ACOS/R evaluates research productivity and the contributions of programs to the goals of the medical center. Supervises and works independently, planning, and prioritizing workloads, and delegating actions, as well as coordinating decision outcomes. The incumbent exercises· oversight of human subject and animal research programs, principal investigators, and their staff. This includes writing or reviewing quantitative research studies on medical issues and analysis of individual projects, principal investigators, and programs. Overall administration of the Medical Center's Research and Development program, including operation of the Research and Development Committee and respective subcommittees, (Institutional Animal Care and Use, Subcommittee on Research Safety and Security). This includes expansion and submission of research proposals, accreditation maintenance, resource and financial management of approved VA Office of Research and Development and non-VA funds. Serves as a liaison on behalf of Research and Development Service by providing direction and budgetary support to Principal Investigators, Physician-Scientists, Non-Clinician Scientists, Specialists in Research, Consultants and other medical center services and national agencies in all matters dealing with research standards and related issues.. Demonstrates knowledge in the facility's Compliance and Business Integrity and Research Misconduct Programs to prevent violations of the law as well as maintaining high ethical standards. Serves as medical center liaison to the VISN 7 Research Operations Council, VHA Office of Research and Development (ORD) and VHA Office of Research Oversight (ORO) for all research related matters.
