The physician is organizationally and administratively responsible for the continuing management of functionally impaired patients and patients with pathological acute and chronic pain conditions in which the pain has affected their functional activities and quality of life. Responsible for providing the patient with risks, benefits and alternative treatments and securing the informed consent of the patient/family needed before conducting interventional procedures. To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Preferred Experience : Training: Physicians must have completed residency training in Physical Medicine and Rehabilitation. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office. ["Physician (Physician Physical Medicine & Rehabilitation) duties consist of but are not limited to the following: Review of medical records, patient care, drug prescribing, and consultation requests. Maintains an active knowledge of the patient care processes of the Department of Veterans Affairs, the medical center and its clinics. Evaluates the patient to assess any changes in the physical status and make recommendations for continue care as needed. Using the computerized medical record system for progress notes, orders, and medical record review and completion of such records in a complete and timely manner. Have knowledge of and abide by Medical Center Bylaws, VHA Rules and Regulations and have a familiarization with existing VA specific clinical guidelines as well as Physical Medicine and Rehabilitation Service rules, regulations and policies. Expected to provide patient care that is compassionate, appropriate, and effective for the promotion of health, prevention of illness, treatment of disease, and care at the end of life. Demonstrate behaviors that reflect a commitment to continuous professional development, ethical practice, and understanding and sensitivity to diversity, and a responsible attitude toward their patients, their profession. Maintains a solid working relationship with peers. Are expected to demonstrate both an understanding of the contexts and systems in which health care is provided, and the ability to apply this knowledge to improve optimizing health care. Demonstrate knowledge of outpatient services in physical medicine and rehabilitation, including physical therapy, occupational therapy, speech language pathology, recreation therapy, social work, psychology, compensated work therapy, rehabilitation nursing care, as well as of established and evolving biomedical, clinical and social sciences, and the application of their knowledge to patient care and the education of others. Ensure practice-based learning and improvement, practitioners are expected to be able to use scientific evidence and methods to investigate, evaluate, and improve patient care. Assures all cases are reviewed to provide appropriate medical/rehabilitation management. Provides PM&RS resident appropriate supervision through telephone calls and bedside evaluation when patients' condition warrants an attending evaluation. Be accessible and available to personnel in the Rehab team, PACT team and Specialty clinics for consultation on complex cases. Provides support to the Pain Management program which includes training of providers within the Medical Center on various aspects of assessment and management of care for multiple diagnoses related to the specialty of physical medicine and pain. Be responsible for integrating the core values and mission into the rehabilitation process for the patients treated. Research and administrative components may be assigned and.ensure compliance with all legal and regulatory requirements. Consults are performed in a timely manner and that the results are made readily available to the referring practitioners. Assignment and evaluation of work including technical oversight to assure prompt and smooth delivery of care to patients. Guides and manages clinics in respect to training, work assignments, performance, conduct, and patient welfare. Preparation and submission of information and reports (hard copy or electronic) when requested or scheduledand ensure that high quality patient care is delivered in a resource efficient manner. Monitors and promotes compliance with VHA regulations and professional standards and ethical conduct. Assures compliance with regulations pertaining to internal and external professional activities as well as conflict of interest considerations. Ensure that appropriate systems are in place to review, analyze, and evaluate patient care activities and that corrective actions are initiated and carried out as needed. Create an environment of system-oriented continuous quality improvement, within which programs and quality of care effectiveness are evaluated. Monitors adherence to medical ethical standards and maintains a solid working relationship with peers. Participates in performance improvement projects, strategic processes, peer reviews, service level / organization-wide teams and committees, Root Cause Analysis and other performance improvement activities as requested.
